It looks like time is running out and India will not play Pakistan either in UAE or SriLanka this month.
Can someone predict, will this happen ?

The answer looks to be NO ! I wonder about double standards of few people who would watch an India-Pakistan match in a world cup or Asia Cup but do not want a bilateral series played even in Sri Lanka 
When Pakistani ex-players can be commentators, coaches for IPL and other Indian series, Pakistani umpires can function in India, Pakistani artists can perform in hindi cinema, why not a series between 2 countries ??

Balochistan is not getting independence from Pakistan (atleast not in near future).
Pakistan army and govt are gaining more strength during 2027-34 through arms deals, secret missions etc. In sports like Cricket also, Pak has chances to win atleast a T20 world cup during that period.
But it will develop a new enemy from unexpected corner for totally unforeseen reasons.. (my guess is that China, which now is acting as Pak's friend, can turn into an enemy in future. Or maybe USA will be hell bent to attack Pakistan for some reason).
Post 2034, Pakistan is struggling to maintain itself.
Around 2023 cricket world cup, some mischief done by their army, can hurt their nation

Two US lawmakers have moved a bill in the U.S Congress to designate Pakistan as a 'Terrorist State' .
Will this bill be passed in USA ?
It is called as Pakistan State Sponsor of Terrorism Designation Act of 2016 and is sponsored by Ted Poe from Texas who is also the Chairman of the House Subcommittee on Terrorism and Dana Rohrabacher from California. Both are Republicans.

No such bill will be passed. What took Ted Poe 5 years to induce this bill ? Where was he when Osama Bin Laden was identified to be hiding in Abbottabad, Pakistan and killed in 2011 ?
USA, UK have twisted(double) tongues. They speak about anti-terrorism and peace but in reality they use Pak soil to promote them.
Imposing economic sanctions and isolation Pakistan (if they really believe its a terrorist sponsoring country) is the only believable solution.
Russia now believes that India is getting closer to USA, so it needs to be with Pakistan. Thats why they only condemned Uri attack, but did not confirm cancelling military drill.
