Since india's lagna is taurus, rahu entering its 7th sign is not good.
There will internal disputes between states and demand for new states will increase.

Yes i agree with your viewpoint that only one will be beneficial at a time regarding the placement of rahu/ketu.
Just had a thought now... is there any exception to this from KP perspective? I mean is there any \"Asc degree\" wherein the placement of starlord of rahu or ketu is beneficial. This ensures that at starlord level both rahu and ketu is beneficial for a particular ascendant. Was just curious to know.  
Well it will be interesting !!! I will also check this as i feel there might be few such lucky ascendants

she must be refering about transit effects of rahu and ketu.
in transit usually only one of them is good or both could be bad.
both cant be good at same time.

but in horoscopes, both can be good or bad based on other planets conjuct/aspecting them or their star lords and sublords

i\'ve seen few charts in which both rahu and ketu were bad as rahu was in aswini(owned by ketu) and ketu was in swati(owned by rahu) and aspected by no other planets.
those persons died unnatural death during either rahu or ketu dasas

1. Aries/Mesha Rasi(Aswini, Bharani, Kritika I):

Position of Rahu/Ketu during this transit: Rahu will occupy the 8th House and Ketu will be in the 2nd House.

These are not favourable positions. Yet the evil effects will be far lesser. Carelessness and accidents plus hidden enemies cannot be ruled out. There will be general disharmony at home and the natives should guard against vicious tongue lashing.  Relationship between employers and employees will be strained. But Guru from 8th May onwards will ease the tension.
